Prime Minister Mark Carney and Prime Minister Phạm Minh Chính, his Vietnamese counterpart, comment briefly ahead of their bilateral meeting on the sidelines of the 47th Association of Southeast Asian Nations (ASEAN) Summit in Kuala Lumpur, Malaysia.
